The Arkansas Children's Trust Fund was created by Act 397 of 1987 as a means of providing a permanent funding source for the prevention of child abuse. With this act, the Arkansas Legislature took a critical first step toward acknowledging and preventing the problem of child maltreatment.
State revenue for the Trust Fund is derived from a $10 surcharge on marriage license fees. By law, 20% of collected revenue is deposited into trust each year. Up to 20% may be spent on administrative costs, which currently includes two full-time staff positions. The work of the Trust Fund is further supported by a variety of federal and private grants as well as through partnerships with other organizations.
A portion of the Trust Fund may be allocated to special projects and initiatives that complement our philosophy of prevention. The majority of funds are granted to community-based organizations that provide direct services to prevent child abuse and neglect.
Arkansas was the 40th state to establish a Children's Trust Fund. We are a member of the National Alliance of Children's Trust & Prevention Funds.
